On February 16th, the President of Chinas Transitional Government Wu Fan wrote to urban and rural residents in Liaoning Province, responding to their declaration of autonomy. He stated that there are two very important concepts raised by Liaoning residents in their autonomy announcement.
Firstly, this concept should be expanded to all areas of China to let the Chinese people accept the concept of autonomy, and manage on their own. Also, to implement democratic electoral systems, and establishing organizational structures and decision-making processes within the autonomic region. An autonomic system should be one of essential foundations for China’s future political system. At least the social structure and political structure below county level should be an autonomic system, reducing the burden at provincial and central management levels of government. Japan and Taiwan have carried out this approach successfully.

Secondly, it should encourage the practice of non-violence and non-cooperation with the CCP. He said that this is a non-violent disintegration of the Chinese Communist Party, an effective way to crumble the Chinese Communist regime. It would ultimately attract and organize the general public against the Chinese Communist dictatorship. He stated that so far, the most successful example of Chinese people in non-violent protest against the Chinese Communist regime would be Falun Gong protesters. In the past nine years Falun Gong has gained success in non-violent protests against the Chinese Communist regime at home and abroad, winning the sympathy and support of other peoples around the world.

Lastly Mr Fan wrote that he admires those urban and rural residents in Liaoning Province for their courage and determination to demand autonomy. He hopes that they will continue until the very end and prevail despite the extreme challenges that will face them. And finally providing a strong role model for ordinary people in China.
