While the two sessions are being held, The China Blue-Ribbon Alliance in Mainland China that believes in the Three People’s Principles issued an open letter on the Internet, urging the authorities to promulgate law on political parties, and on March 6 they sent letters to the National People’s Congress and the CPPCC, the Office of the CCP’s Central Committee and the State Council. Democratic parties and the leftists have supported the demand.

A member of China Blue-Ribbon Alliance Chongqing Branch, Zhang said: the prerequisite to eliminate bans on Parties is to first have a law in place for political parties promulgated to reflect Hu Jintao’s commitments.

In addition, the China Blue-Ribbon Alliance sent emails on 5th March to the National People’s Congress, putting forward five proposals:

The Mainland should immediately halt the suppression of Taiwan’s international space, and solve the common international affairs of China via consultations and dialogues;

Mainland Government should draft a “political party law” regulating the activities of political parties. In the form of legislation to establish the status, the relationship, rights and obligations of various political parties as well as organizational procedures;

Modestly learn from Taiwan’s democratisation experience, and strive to narrow the political gap of the Strait as well as abolition of the secret agencies, and the release of political prisoners. … ..

The China Blue Ribbon Alliance said in an open letter that according to Hu Jintao, if Taiwan recognizes one China, the two sides can negotiate, but the statement does not have legal framework.

Only “the promulgation of law on political parties” can bring about the possibility to establish consultations on an equal footing of the” cross-strait political parties.

A China Democratic Party member of Zhejiang, Wang Rong-qing expressed support for these demands by the China Blue Ribbon Proposal. He said: there is no legislation in party politics, which allows the Communist Party do whatever it wants, they are always right whatever they do. What then if the CCP’s next leader could revoke Hu Jintao’s saying? So it has to be codified in the form of law.

Having served as a subordinate of Jiang Qing during the Cultural Revolution, and the former Chief of the Revolutionary Committee of Chongqing, Huang also concurs with the proposal. He said: “The government officials do not abide by the law and their law is just to rule the ordinary people. So we need officials to comply with the law. China is so corrupt, as government officials do not respect laws. ”
