SOH reporters also received a number of public complaints, saying that those who fail to contribute as requested face retaliation, people also expressed that it is not that they don’t have the compassion for victims, but fear that corrupt officials would expropriate the money and that it would not land in the hands of victims.
According to Mainland public, many people who have meagre monthly incomes are also forced to contribute to relieve victims of the disaster area. The ordinance leads suspicion that corrupt officials would like to take this opportunity to extort money.

Guizhou people expressed that it is mandatory for every household to contribute 20 yuan, and10 yuan for the earthquake. The contribution will eventually land in the hands of corrupt officials, they (corrupt officials) wants to have these disasters, from which they, the perverted elements, can profiteer.

Some commoners also report to the press that students and businessmen have also been ordered to make the fixed mandatory contributions. People who fail to comply will face retaliation. The public are agitated but remain silent due to fear.

Mr Cheung of Liaoning Province said that students must pay 200 yuan per person, or the authority will suspend the issuance of graduation certificates. The contributions are mandatory.

Mr. Li from Beijing said that the authority will tell you how much you donate. I have a friend who engages in realty business. They are told that each household must pay RMB 5,000 yuan as disaster relief.

A supermarket stacker complained over the internet that their superior demanded RMB 100 yuan from them as a minimal relief contribution. After the monthly rent 750 yuan is paid off, there is basically nothing left for him to buy any food. Small business owners are requested to contribute pro rata based on the size of their business premises. For a 10 square meter shop, the owner is demanded to pay RMB 2,500 yuan. The commoners expressed that it is not that they don’t want to contribute to disaster relief, but they wondered if the money donated will be used for victims in the disaster area.
