As the Olympic Games edge closer, the Chinese Communist Regime is at the same time tightening control on the flow of information. It has now implemented strict measures to control transfer of various video and audio materials via the postal system. Between June 1 and October 31, those who want to post AV materials are required to produce relevant documentation.

According to Mr Jiang from the Post Office in Heidiang Region in Beijing the new rules are due to the Olympics Games, and there is a ban on the postage of CDs MP3, mobile phones and cameras.

Chinese residents who are attempting to post CDs have said that Postal officials are rejecting CDs and quoting “rules from superiors” that without a Public Security Bureau certificate, personal CDs cannot be sent. However, in order to obtain such certificates, police will have to go through the materials on the CD.

Ms Zhen from Beijing Post said that higher officials have regulated that all AV materials need certification to verify their content.

Another postal official said that even if he accepts the materials for postage, they will need to go through more hoops to be sent. Mr Jiang explained that they’re simply following orders from above, and even though this was never an issue, with the Olympics and increased security, there is nothing the postal staff can do about it.

Some international courier service providers in Beijing have also said that they can help in the courier of AV materials, but do not guarantee their successful delivery, and said a large number of CDs have been rejected after failing security checks.

According to sources, the CCP Bureau of Public Security’s crackdown on AV materials is aimed at preventing Falun Gong adherents, and Tibetan and Xinjiang supporters from engaging in so called “anti-CCP propaganda” with AV materials during the Olympic Games
