Breaking News - Family of murdered victim in Hainan have nowhere to go

One of the “Ten Major Cases” of China’s Hainan province is the murder by the deputy chief of Baisa County’s, Jingbuo Farm Police Station. The victim’s family have been deeply dissatisfied with the Hainan public prosecution agency and its protection of the perpetrator. The family’s petition to different levels of the government in the past two years have not been actioned by officials and they now hope to capture the attention of the public through the media.
Family of the victim Fu Guechan said the public prosecutor agency determined the shot fired by police officer Pan Hong in the back of Fu was “proper self defence”. Believing this to be a failure of justice, Fu’s family continued to petition and requesting a coroner’s report from the Bureau of Public Security. Baisa County have been denying interference with this case and to date, have not given the report to Fu’s family for fear of a lawsuit.

Relative Fu Guihhong said that the coroner had originally said it was a shot from behind, but did not publish this. He said they have asked for the report since the beginning but officials have refused to provide it.

Fu Liming who was at the scene of the killing said that despite shooting the victim, the police refused to take him to hospital and just stood there.

On March fifth, two thousand and six, the victim had tried to pay a bill at a restaurant with a fifty-dollar note. A dispute over whether the note was genuine followed which resulted in Fu being shot in the back and killed by Pang Hong.
