			<content:encoded><![CDATA[<p>Recently, more than ten thousand mainland Chinese people have petitioned to interrogate the Chinese Communist regime&#8217;s responsibilities for deaths in the recent Sichuan earthquake. Petitioners expressed that the reason for compiling the ten thousand signature petition to the government, at the face of the national catastrophe, is that under the Chinese Communist Party (CCP) the nation has fundamentally returned to the times of tyrranical emperors. Thus if important matters could not be exposed in a timely manner, ordinary citizens of China will also be faced with deep distress.<span id="more-1591"></span><br />
SOH reporters interviewed mainland Chinese dissident Mr Guo Yongfeng on the subject of the petition. Guo revealed the three issues of responsibility which the CCP government has yet to answer to:<br />
1)The failure to report and distribute earthquake warnings<br />
2)Large scale collapse of school buildings due to sub-standard building material and construction methods<br />
3)Whether clear details of budgets from donations would be made public</p>
<p>Recent explanations given by the Sichuan Department of Education have been met with criticism from academic experts. Guo said, “The government cannot neglect its people. You must take these matters seriously and resolve them. You must acknowledge and admit the problems, you cannot deny them. You cannot fail to admit your corruption, you cannot fail to admit your bean curd construction.”</p>
<p>With regard to donation budgets, Guo Yongfeng feels that charitable organizations in China today, are comparable to a line of business completely monopolized by the government. He expressed, since the people have applied their trust in the government by depositing donations directly into the state bank account, the government should return with a clear indication of how the money has been used. If the government cannot realize a transparent and truthful donation fund management scheme, they would lose trust from the general public. Thus the people of China must interrogate for responsibilities.</p>
<p>With whether the government can respond positively to the interrogations from ordinary citizens, Guo Yongfeng expressed an anticipation of nil. However, Guo said if the number of people who stand up and demand explanations from the government can increase into the millions, there would be a positive step toward the change in China&#8217;s political system, into one that reflects the voices of Chinese citizens.</p>

			<content:encoded><![CDATA[<p>Recently, internet bloggers from China have continuously exposed messages of misuse and inappropriate handling of money that has been donated for the Sichuan earthquake. People in China are concerned whether the current government would be able to truly direct donations to victims of the disaster. Reporters from SOH radio network have interviewed people in China, many of whom felt distrustful toward the  Chinese Communist government.<span id="more-1500"></span></p>
<p>According to a resident in Hunan province, “The Red Cross has almost become a government organization, their credibility is the same as the government, because they take wages, charge various fees and collect commission.”</p>
<p>A resident in Guangxi expressed, the Chinese Communist regime is a corrupt system, which would even embezzle items and money donated toward disaster rescue. He said, “Many people in China are concerned, because the political officials in the Chinese Communist regime are corrupt in all aspects. They put those items which have been purchased with donations on sale, for example, one said that a small tent would cost ten thousand yuan. This is beyond people&#8217;s imagination.”</p>
<p>A resident from Shanxi said, “Now our people don&#8217;t dare to make donations, because they are worried the corrupt officials would spend all the money. The government officials are so corrupt, yet the media do not scrutinize them at all, they could commit any crime.”</p>
<p>A Chinese website recently revealed, when the Red Cross in Deyang City of Zhongjiang County purchased approximately 10 000 yuan of medical supplies, they requested a 50 000 yuan receipt from the pharmaceutical company.</p>
<p>On May 21st, when Communist government official Luo Jiang in Deyang was exposed for embezzlement of donated funds, his office was surrounded by mobs. Another government official in the Red Cross of Hainan Sanye, charged donation collectors a 5% administration fee. An array of such issues of corruption have continued to spark discontent from the general public.</p>
