			<content:encoded><![CDATA[<p>According to SOH sources, 5 counties in Kunming, Yunnan province are suffering from severe droughts, with some regions receiving no rain for 4~5 months. With the spring time perfect  for farming, crops are severely damaged and residents are unable to access drinking water, resorting to people drinking slurry.<span id="more-1348"></span></p>
<p>According to City News, less than 20% of yang plum trees have fruited. During the flowering season in February, the plants were hit with ice, and now in April, the fruiting season the trees are hit with drought. According to the city’s Agricultural Department, Fuming district agricultural reports are showing wide spread drought in the region, with crops suffering from snow and ice damage, with a reduction of 50,000 tonnes in one crop production. Overall, around 60% of crops are affected in the city.</p>
<p>The most severely affected district in Luquan have seen young wheat and other crops die from lack of water. One resident Chen Shaobuao says that if there’s no rain, we wont even have slurry to drink. Chen says that “our rice seedlings and tobacco seedlings have all died from dryness. If heaven does not give us rain, we will have nothing to eat next year.” Chen also said that the wells and ponds in the village have all dried up. The 40 families in the village are taking water from a reservoir 2 kilometres away, but there’s less and less water there. Mr Huang from the Malu village says that the situation is the same in their village, and that not only have the seedlings died, there are deep cracks appearing on the farm beds.</p>
<p>According to an official from the Water Department in Luquan district, the temperature in February was above average, showing obvious signs of an early spring, with around 5900 acres of crop land in its 16 counties affected by drought. Water supplies to 15000 people and 10000 cattle are affected, especially near the rivers and mountainous areas. The weather bureau has predicted a continuation of the drought for the year.</p>

			<content:encoded><![CDATA[<p align="left">50 Tibetan students from the Beijing Central Cultural University, the highest level of ethnic education institution in China began a silent protest on March 17 inside the university campus. Their protest brings the demonstration of Tibetans to thecapital of China. Eyewitnesses have said that the protesting students have lit candles. There are public security officers present and while there was no confrontation, the bureau of public security has already began searching for the mastermind behind the university demonstrations.<span id="more-1153"></span></p>
<p>The protest was the first similar event in Beijing since the eruption of demonstrations against the Chinese communist regime in Tibet last week. At the same time, the Chinese communist regime continues its blockade of Lhasa, the capital of Tibet. The streets of Lhasa are lined with military police and armoured vehicles with officials searching private residents amidst the solemn atmosphere. The Tibetan demonstrations have meanwhile spread from Tibet to Sichuan, Qinghai and Gansu provinces and remote Tibetan regions. Many universities in western China have held peaceful demonstrations to express support for the Tibetans who are fighting the violent rule of the Chinese communist regime.</p>
<p>In Huilan region in Gansu province, over 500 ethnic Tibetan students staged a silent protest on March 16 at the Xibei Cultural University, posting materials around the university campus explaining the situation in Lhasa and actively supporting their fellow Tibetans.</p>
<p>At the same time, Tibetan students in Ganan Cooperation Teachers College have also staged protests, which turned into serious clashes with the Party Committee of the school. Currently, The Xinang Cultural University is under heavy surveillance by military police who fear that Tibetan students might begin to act.</p>
<p>According to sources, the Chinese communist regime has hugely increased the number of military in the western part of China, including parachute troops who are entering Tibet from the sky.</p>
<p>There has been news that the Chengdu Military Region is on first alert and they are dispatching troops to Tibet. Expert analysis points out that the arms outfit appearing on the streets of Lhasa indicates that the Chinese communist regime has already mobilised elite troops in this latest crackdown.</p>

Their protest brings the demonstration of Tibetans to thecapital of China. Eyewitnesses have said that the protesting students have lit candles. There are public security officers present and while there was no confrontation, the bureau of public security has already began searching for the mastermind behind the university demonstrations.
The protest was the first similar event in Beijing since the eruption of demonstrations against the Chinese communist regime in Tibet last week. At the same time, the Chinese communist regime continues its blockade of Lhasa, the capital of Tibet. The streets of Lhasa are lined with military police and armoured vehicles with officials searching private residents amidst the solemn atmosphere. The Tibetan demonstrations have meanwhile spread from Tibet to Sichuan, Qinghai and Gansu provinces and remote Tibetan regions. Many universities in western China have held peaceful demonstrations to express support for the Tibetans who are fighting the violent rule of the Chinese communist regime.
In Huilan region in Gansu province, over 500 ethnic Tibetan students staged a silent protest on March 16 at the Xibei Cultural University, posting materials around the university campus explaining the situation in Lhasa and actively supporting their fellow Tibetans.
At the same time, Tibetan students in Ganan Cooperation Teachers College have also staged protests, which turned into serious clashes with the Party Committee of the school. Currently, The Xinang Cultural University is under heavy surveillance by military police who fear that Tibetan students might begin to act.
According to sources, the Chinese communist regime has hugely increased the number of military in the western part of China, including parachute troops who are entering Tibet from the sky.
There has been news that the Chengdu Military Region is on first alert and they are dispatching troops to Tibet. Expert analysis points out that the arms outfit appearing on the streets of Lhasa indicates that the Chinese communist regime has already mobilised elite troops in this latest crackdown.

			<content:encoded><![CDATA[<p>During the recent Two Sessions of the CCP, SOH interviewed Mr Bao Dan, the secretary to the former General Secretary of the CCP Zhao Ziyang. Mr Bao urged the Two Sessions to discuss and adopt the United Nations International Covenant on Civil and Political Rights (UN ICCPR).<span id="more-1119"></span></p>
<p>Mr Bao points out that the National People&#8217;s Congress (NPC) is meant to discuss issues of concern to the people. This congress should approve and become assigned to the UN ICCPR. “Because in 1998 the Chinese government in 1998 sent representatives to the UN in New York to sign the ICCPR, but 10 years on, the NPC has not signed or even discussed this covenant.</p>
<p>Mr Bao says this is quite abnormal. The Beijing Olympics will be on this year and the CCP is trying hard to mould its image on the international stage. I think this is a very good opportunity.”</p>
<p>Recently a group of human rights advocates and those in the legal fraternity have started a movement to request the NPC to approve the UN ICCPR. So far the movement has received signatures and support from 14000 Chinese citizens from around China.</p>
<p>Mr Bao points out that the NPC should discuss issues that are of concern to the people and not the leaders, otherwise it cannot be a people’s congress.</p>
<p>Mr Bao Dan was the secretary to the former General Secretary of the CCP Zhao Ziyang, former Secretary to the Political Bureau of the CPC Central Committee, former member of the Central Committee of the Commjnist Party and Head of Chinese Political Reform Research Committee. Since the Tiananmen incident he was sentenced to 7 years mprisonment and was the highest ranking CCP official to be sentenced after the incident. After release he was under lengthy house arrest and cut off from outside contact.</p>

			<content:encoded><![CDATA[<p>During the two congresses either regional or central in China, rights advocates all over China have been suppressed, especially in Shanghai, the most severely suppressed. Northeast rights advocate Kong Qiang recently issued a seventh open letter, urging the authorities to bring Jiang’s nephew Wu Zhiming to justice. The proposal has won the support of people.<span id="more-1081"></span></p>
<p>Kong Qiang proposed in his open letter to set up a special court at the National People&#8217;s Congress to put Jiang Zemin and his clan including Chen Liang-Yu, Wu Zhi-Ming and Jiang Jin-Heng to trial. He especially wanted to start with Jiang Ze-Min’s nephew, the former Secretary of Shanghai Municipal Political and Law Committee, Wu Zhi-Ming who ordered to persecute human rights lawyer Zheng En-Chong for exposing the corrupt Shanghai officials.</p>
<p>Kong Qiang said: &#8220;Now the remaining members of Jiang’s clan still exist in all parts of the country, including those in the central government departments who are persecuting Mainland commoners. You must bring Jiang to justice via the court of law.”</p>
<p>The former Shanghai police officer Zhang Bao-Liang who has been put under house arrest for exposing the corruption of Shanghai officials expressed his support to Kong’s proposal in order to dissolve the corruptions in China. Zhang’s 80 year-old mother fell ill due to severe intimidation by the authorites.</p>
<p>Zhang Bao-Liang: &#8220;So far this corruption can not be resolved, I strongly support Kong-qiang, strongly urge the State Council to set up a special court to put the bandit groups to trial and return Chinese people to a society ruled by law.”</p>
<p>Heilongjiang petitioner Mr. Chen said that corruption started increasing since Jiang Ze-Min assumed office, causing countless people injustice. The gory debts must be met with punishment by law.</p>
<p>Mr. Chen said, &#8220;so why is China so corrupted? During Jiang Ze-Min’s governance, what did he accomplish but to corrupt the country and to anguish people? If he was not corrupted, how come there are so many trumped-up cases?”</p>
<p>Guangdong veteran Mr. Zeng said that military groups safeguarding their rights have been suppressed for many years, and they have given up hopes. Finally, someone dares to speak out and they all support bringing the culprit who violates the rights and interests of people to justice.</p>
<p>The founder of a rights website &#8220;Chinese Appeal for Justice&#8221; Kong Qiang, responding to the difficulties the Chinese people have in defending their rights, have issued seven open letters consecutively, urging the actions of the authorites to punish corruption  and to bring Jiang’s clan to justice.</p>

Northeast rights advocate Kong Qiang recently issued a seventh open letter, urging the authorities to bring Jiang’s nephew Wu Zhiming to justice. The proposal has won the support of people.
Kong Qiang proposed in his open letter to set up a special court at the National People&#38;#8217;s Congress to put Jiang Zemin and his clan including Chen Liang-Yu, Wu Zhi-Ming and Jiang Jin-Heng to trial. He especially wanted to start with Jiang Ze-Min’s nephew, the former Secretary of Shanghai Municipal Political and Law Committee, Wu Zhi-Ming who ordered to persecute human rights lawyer Zheng En-Chong for exposing the corrupt Shanghai officials.
Kong Qiang said: &#38;#8220;Now the remaining members of Jiang’s clan still exist in all parts of the country, including those in the central government departments who are persecuting Mainland commoners. You must bring Jiang to justice via the court of law.”
The former Shanghai police officer Zhang Bao-Liang who has been put under house arrest for exposing the corruption of Shanghai officials expressed his support to Kong’s proposal in order to dissolve the corruptions in China. Zhang’s 80 year-old mother fell ill due to severe intimidation by the authorites.
Zhang Bao-Liang: &#38;#8220;So far this corruption can not be resolved, I strongly support Kong-qiang, strongly urge the State Council to set up a special court to put the bandit groups to trial and return Chinese people to a society ruled by law.”
Heilongjiang petitioner Mr. Chen said that corruption started increasing since Jiang Ze-Min assumed office, causing countless people injustice. The gory debts must be met with punishment by law.
Mr. Chen said, &#38;#8220;so why is China so corrupted? During Jiang Ze-Min’s governance, what did he accomplish but to corrupt the country and to anguish people? If he was not corrupted, how come there are so many trumped-up cases?”
Guangdong veteran Mr. Zeng said that military groups safeguarding their rights have been suppressed for many years, and they have given up hopes. Finally, someone dares to speak out and they all support bringing the culprit who violates the rights and interests of people to justice.
The founder of a rights website &#38;#8220;Chinese Appeal for Justice&#38;#8221; Kong Qiang, responding to the difficulties the Chinese people have in defending their rights, have issued seven open letters consecutively, urging the actions of the authorites to punish corruption  and to bring Jiang’s clan to justice.

			<content:encoded><![CDATA[<p>In the morning of 5th March Jinan coal mine was on fire and led to 17 people being killed in Dongliao town of Jilin City. The accident was under investigation and rehabilitation resettlement work is in progress.<span id="more-1080"></span></p>
<p>A Chinese Communist official source says, There were 30 people working in the coal mine that same day, 13 successfully came out of the well, 17 were trapped underground and missing.</p>
<p>By 13:50 the same day, the 17 miners were trapped in the tunnel and all were choked to death.</p>
<p>At present, the remains of the victims have been transported to a funeral parlour, and emergency rescue personnel has been safely withdrawn.</p>
<p>According to statistics, last year, China had nearly 3,800 people die because of coal mine accidents; it had declined by 20% compared to 2006, on average there are more than 10 people dying of a coal mine accident every day.</p>

			<content:encoded><![CDATA[<p>Victims Representatives of the Shanghai East Eight Land force removals Sheng Ting, Hong Kong resident Li Jingquan and Luo Fangfang along with her mother Hua Gui yu have arrived in Beijing to appeal to the CCP’s 11th National People&#8217;s Congress to retry Zhou Zhenyi. <p>The media release wrote that “Shanghai Middle Court sentenced “Shanghai’s Richest” Zhou Zhenyi to 16 years imprisonment on November 30 2008, but the judgment of Zhou has omitted serious issues including his collusion with Shanghai officials and illegally obtaining valuable land parcels in East Eight Land with intent to profit.” This judgment is utterly unfair to the residents of East Eight Land whose homes have been destroyed. East Eight Land residents together with their attorney Zhen Enchong have exposed the collusion between businessmen and officials. Attorney Zhen have suffered repeated beatings by police in recent days and many residents have been detained, sentenced and even killed. The land circling that occurred in East Eight Land have encouraged violent land resumptions and terrifying forced removals around the country. Sheng Ting and others are urging the People’s Congress to retry the case of Zhou Zhenyi.</p>
<p>Sheng Ting brought her newly published book “Exposing the case of Zhou Zhenyi” and intends to give a tip off to the Central Commission for Discipline Inspection about the Zhou’s collusion with Shanghai officials and accounts of him receiving 100 million RMB by deceit. Sheng and others are urging the People’s Congress to utilise the law and continue with the case by Chen Ting against former Minister of Public Security, Zhou Yongkang, to ascertain the issue of Hong Kong residents’ nationality and allow all Hong Kong residents to have access to HVPS (high value payment system) in order to establish a truly harmonised society.</p>
<p>Sheng Ting was asked by attorney Zhen Enchong to call upon the central government, People’s Congress, domestic and foreign media to pay attention to the corruption of the Shanghai Gang, the abuse of human rights, to stop the persecution of appealers, allow all people to enjoy the fruits of economic development and protection of their private property rights. The media release wrote that “Shanghai Middle Court sentenced “Shanghai’s Richest” Zhou Zhenyi to 16 years imprisonment on November 30 2008, but the judgment of Zhou has omitted serious issues including his collusion with Shanghai officials and illegally obtaining valuable land parcels in East Eight Land with intent to profit.” This judgment is utterly unfair to the residents of East Eight Land whose homes have been destroyed. East Eight Land residents together with their attorney Zhen Enchong have exposed the collusion between businessmen and officials. Attorney Zhen have suffered repeated beatings by police in recent days and many residents have been detained, sentenced and even killed. The land circling that occurred in East Eight Land have encouraged violent land resumptions and terrifying forced removals around the country. Sheng Ting and others are urging the People’s Congress to retry the case of Zhou Zhenyi.
Sheng Ting brought her newly published book “Exposing the case of Zhou Zhenyi” and intends to give a tip off to the Central Commission for Discipline Inspection about the Zhou’s collusion with Shanghai officials and accounts of him receiving 100 million RMB by deceit. 			<content:encoded><![CDATA[<p>The CCP’s 11th National People&#8217;s Congress began on March 5 and hundreds of appealers from all over the country who have prepared to appeal at the Congress venue were intercepted by thousands of police heavily guarding the venue. Appealers then changed course and went to Tiananmen Square to appeal and handout fliers but were quickly captured by police.<span id="more-1078"></span></p>
<p>“Appealer Chen Qinglian from Hei Bei province arrived into western Tiananmen square at around 8.00am in the morning with his mum and they were discovered by over 10 police. They loudly pronounced their innocence whilst being captured by police and taken to the Tiananmen branch of the Buruea of Public Security. Chen was interviewed by our reporters at the Bureau and says that “Yesterday information from the Beijing High Court was, the streets were lined with hundreds of police cars to intercept the appealers”</p>
<p>“by being captured in Beijing, we just want the attention of those highly ranked in the central leadership group. Let them see the corrupt status of local governments and the plight of the people. There are no human rights. I am not scared, because I’m appealing for my father, I will go even if I am scared.”</p>
<p>“Chen Lainqing saw that Tiananmen was surrounded by four layers of guards, ready to receive orders. Groups upon groups of appealers are captured into the Bureau of Tiananmen Square, in the afternoon they were sent to Ma Jialou Detention Centre to be detained.”</p>
<p>“There are thousands of police to intercept the appealers”<br />
Appealers are detained in substations of The Bureau of Tiananmen Square, there are people everywhere inside, you cant count how many there are”</p>
<p>Appealer Chen Fanglang from An Hui province had his family of 7 killed by the local bureau of public security. The bureau destroyed evidence so that he would have no proof and he was captured whilst attempting to jump off the Golden Water Bridge. Chen says that “The bureau is simply feeding a group of gangs. They have killed my family, I cannot continue to live. I wanted to jump into the river, they wont let me. I have nothing, no home, I wish I could die here.”</p>
<p>Appealer Tao from Fujian province had his home demolished by the city government without any formal procedures being taken. Today he saw many more appealers in despair who have brought petrol and alcohol in preparation for self-immolation.</p>

“Appealer Chen Qinglian from Hei Bei province arrived into western Tiananmen square at around 8.00am in the morning with his mum and they were discovered by over 10 police. They loudly pronounced their innocence whilst being captured by police and taken to the Tiananmen branch of the Buruea of Public Security. Chen was interviewed by our reporters at the Bureau and says that “Yesterday information from the Beijing High Court was, the streets were lined with hundreds of police cars to intercept the appealers”
“by being captured in Beijing, we just want the attention of those highly ranked in the central leadership group. Let them see the corrupt status of local governments and the plight of the people. There are no human rights. I am not scared, because I’m appealing for my father, I will go even if I am scared.”
“Chen Lainqing saw that Tiananmen was surrounded by four layers of guards, ready to receive orders. Groups upon groups of appealers are captured into the Bureau of Tiananmen Square, in the afternoon they were sent to Ma Jialou Detention Centre to be detained.”
“There are thousands of police to intercept the appealers”
Appealers are detained in substations of The Bureau of Tiananmen Square, there are people everywhere inside, you cant count how many there are”
Appealer Chen Fanglang from An Hui province had his family of 7 killed by the local bureau of public security. The bureau destroyed evidence so that he would have no proof and he was captured whilst attempting to jump off the Golden Water Bridge. Chen says that “The bureau is simply feeding a group of gangs. They have killed my family, I cannot continue to live. I wanted to jump into the river, they wont let me. I have nothing, no home, I wish I could die here.”
Appealer Tao from Fujian province had his home demolished by the city government without any formal procedures being taken. Today he saw many more appealers in despair who have brought petrol and alcohol in preparation for self-immolation.

			<content:encoded><![CDATA[<p>On the 5th of March during the two sessions of the Chinese Communist Party (CCP), Jiang Wenyang wrote an open letter to the Central Committee of the CCP, the National People’s Congress and the State Council on behalf of 226 Rightists from Chongqing.<span id="more-1077"></span></p>
<p>The letter said that the Anti-Rightist Movement launched by the CCP in 1957 was a huge disaster to the Chinese nation. All kinds of consequences were caused by it and have been unveiled to the world. 550,000 intellectuals had been labeled as so called Right-Wing Elements who were the most direct and unfortunate victims. Their grievances, suffering, blood and tears were shocking to the world.</p>
<p>The letter continued to state that nearly 51 years have elapsed, and the CCP, the initiators of the unjust incident, completely refused to admit its repentance by ignoring countless innocent lives. The CCP still insists that the Anti-Rightist Campaign was correct in the general direction and only magnified it.</p>
<p>Also, it questioned the incident and if 100% of the innocent perished by mistake, was the movement still considered correct?</p>
<p>In the letter they claimed that the CCP understood itself very well and that the nature of the campaign was not magnification but slaughter on the innocent individuals with the conscience of the nation, integrity, justice and morality.</p>
<p>As a group of survivors who sustained injustice for decades when facing the CCP refusing to admit its repentance, for the sake of justice in history, the future generations and the tens of thousands of perished lives, in their last years of their lives they finally called out to:</p>
<p>1. Strongly demand the CCP’s restoration of the true history that existed before the Anti-Rightist Movement which was a catastrophe and a singular injustice to the nation and the country, and which is by no means a Magnification;<br />
2. Completely recover those victims during the campaign with justice;<br />
3. Replace the withheld wages of the victims of more than 20 years and obtain the state compensation; and<br />
4. Withdraw bans disallowing truth reports on the campaign.</p>

			<content:encoded><![CDATA[<p>According to comprehensive news by SOH, the first meeting of The 11th Session of Communist Party&#8217;s Politics and Consultation Commission (CPPCC) began on the 3rd March in Beijing whilst the first meeting of the11th Session of National People’s Congress would also commence on 5th March. Prior to this meeting, from 25th to 27th February at the 2nd Session of 17th plenary session, Xi Jinping and Li Ke-Qiang were designated as national vice chairmen and the First Deputy Prime Ministers of the State Council, and their designation would be confirmed in the subsequent meeting of the National People&#8217;s Congress.<span id="more-1066"></span></p>
<p>Experts believe that behind the biggest personnel changes at &#8220;the two sessions&#8221; is a new round of internal strife among Hu Jintao, Jiang Zemin, and Zeng Qinghong happening behind the red walls.</p>
<p>On 26th February, at a municipal general meeting, Jiang Zemin&#8217;s aunt nephew, the Secretary of the Shanghai Municipal Party Committee of the CCP and the Standing Committee of The Political and Law Commission, Wu Zhi-Ming no longer assumed office concurrently as the Chief of Public Security Bureau, which marks the power by nephew of Jiang Zemin&#8217;s aunt as greatly diminished. Moreover it is learnt that Jiang had strongly elected Xi Jinping at the Second Plenary of 17th Session as vice chairman of the Central Military Commission restraining Hu Jintao, but vetoed by Hu. Another source said that Jiang Zemin, suffering from facial nerve paralysis and Parkinson&#8217;s disease, is unlikely to have public activities, and particularly will be unable to attend the two national congresses.</p>
<p>It is known that Jiang&#8217;s last public appearance was on 8th November last year. At present the news spread over the Internet that was granted by the Central Party Committee is; facially paralysed Jiang Zemin, who evaded to Guangzhou, living in the military hospital, demands his health condition to be strictly confidential.</p>
<p>Analysts believed that Jiang Zemin would be unable to attend the two congresses because of muscle atrophy. In terms of health or political power, Jiang&#8217;s forces have been degenerating already, a more consolidated power at its second phase by Hu and Wen will be staged.</p>
<p>But there are also reports saying that while Hu is in the sweeping high level power strife, Jiang Zemin’s trusted clan, Zhou Yongkang who directly controls the political and legal systems, arrested large numbers of Falun Gong practitioners, petitioners and rights advocates in Beijing and Shanghai. The CCP’s atrocities domestic and abroad have met the voices of condemnation from the international society. Before the eve of the two congresses, another wave of appeals by open letters in Mainland China is waged to urge Hu and Wen to end autocracy and suppression on Chinese people, and to bring the culprits to justice. Hu and Wen’s response to the massive appeal is drawing various concerns.</p>

Prior to this meeting, from 25th to 27th February at the 2nd Session of 17th plenary session, Xi Jinping and Li Ke-Qiang were designated as national vice chairmen and the First Deputy Prime Ministers of the State Council, and their designation would be confirmed in the subsequent meeting of the National People&#38;#8217;s Congress.
Experts believe that behind the biggest personnel changes at &#38;#8220;the two sessions&#38;#8221; is a new round of internal strife among Hu Jintao, Jiang Zemin, and Zeng Qinghong happening behind the red walls.
On 26th February, at a municipal general meeting, Jiang Zemin&#38;#8217;s aunt nephew, the Secretary of the Shanghai Municipal Party Committee of the CCP and the Standing Committee of The Political and Law Commission, Wu Zhi-Ming no longer assumed office concurrently as the Chief of Public Security Bureau, which marks the power by nephew of Jiang Zemin&#38;#8217;s aunt as greatly diminished. Moreover it is learnt that Jiang had strongly elected Xi Jinping at the Second Plenary of 17th Session as vice chairman of the Central Military Commission restraining Hu Jintao, but vetoed by Hu. Another source said that Jiang Zemin, suffering from facial nerve paralysis and Parkinson&#38;#8217;s disease, is unlikely to have public activities, and particularly will be unable to attend the two national congresses.
It is known that Jiang&#38;#8217;s last public appearance was on 8th November last year. At present the news spread over the Internet that was granted by the Central Party Committee is; facially paralysed Jiang Zemin, who evaded to Guangzhou, living in the military hospital, demands his health condition to be strictly confidential.
Analysts believed that Jiang Zemin would be unable to attend the two congresses because of muscle atrophy. In terms of health or political power, Jiang&#38;#8217;s forces have been degenerating already, a more consolidated power at its second phase by Hu and Wen will be staged.
But there are also reports saying that while Hu is in the sweeping high level power strife, Jiang Zemin’s trusted clan, Zhou Yongkang who directly controls the political and legal systems, arrested large numbers of Falun Gong practitioners, petitioners and rights advocates in Beijing and Shanghai. The CCP’s atrocities domestic and abroad have met the voices of condemnation from the international society. Before the eve of the two congresses, another wave of appeals by open letters in Mainland China is waged to urge Hu and Wen to end autocracy and suppression on Chinese people, and to bring the culprits to justice. Hu and Wen’s response to the massive appeal is drawing various concerns.

			<content:encoded><![CDATA[<p>On March 4 Xinjiang Health Department announced in the statutory infectious diseases circular that this year, a Xinjiang measles epidemic expanded more than previous years significantly. From January to February the number of reported measles cases exceeded 11,000 cases, already claiming 21 lives.<span id="more-1065"></span></p>
<p>It is learnt that this is a variant of the measles epidemic, leads to high fever and quick spread among people. Of these, 4,365 cases of the disease were reported in January with 10 cases of death; 6,772 cases of occurrence in February with 11 people dying. So far, over 50,000 people have already received the measles vaccine.</p>
<p>According to sources, from the hospital outpatient departments and clinical reception of the situation, with the exception of children, adults around the age of 30 and infants of less than eight months are the two major groups of vulnerability to contract the measles.</p>
<p>Additionally, the news from the epidemic stricken area says that the actual epidemic situation is worse than the CCP official reports, for it is a variant of measles with no remedy to cure it. The largest number of deaths occurred in Aksu region, particularly in the Kuqa County, which has far exceeded the number of deaths announced by the government.</p>
<p>In 1984 the measles immunization programme had been implemented in Xinjiang, and the number of measles contractions significantly declined. Now the occurances and mortality rates is one tenth of that in 1970’s. Xinjiang Health Department said that this year from January to February, the reported measles cases in Xinjiang have rebounded with a measles epidemic notably higher than that of the previous two years.</p>
